Paradox of Democracy

On 23 June 2016, at the Brexit referendum the Leave side obtain 51,9%.

On 1st February 2017, in the Parliament bill, the leave obtained 81.37%.

Therefore, the representation of Remain was underrepresented four times in the British Parliament. Who are representing exactly the MPs: the voters or the Party leaders?
